People, i would caution you again to be careful making those comparisons. Both states may not be reporting expenses the same. One state may include capital costs in Classrooms expenditures, while the other does not. The classroom expenditures may only include classroom personnel, other may include other costs of coordinators and directors as classroom expenditure.
Total cost may or may not include Fed Gov costs. It is only about 7% of total cost, but that is a distortion if one state picks it up and the other doesn't. Also, the way capital expenditures are reported can distort the total cost.
In short, unless changes have been made, everyone is not making the report identically. Expenditures for the same thing may be entered on a different line, or expenditures may not be reported at all.
