Great. You still didn't explain how "sitting back" was providing assistance to Britain and telling our naval commanders to "shoot on sight" in the Atlantic.

Because the majority of the country and congress was against intervention in Europe and those measures were taken by FDR pushing the limits of his authority. On Dec 6th 1941, the majority of the country wanted no part of it.
