If you combine the total Population of Iowa, Kansas Oklahoma and West Virginia it wouldn't be more than Texas.
Conference networks rely on market size. So when your market size isn't large you cannot have one.
Oklahoma has the benefit because their deal with Fox Sports allows them to have access to Texas.
Ultimately the other schools found they could get more money from ESPN+ than from their local televsion contracts.
