Officials for FB and BB

What would it take to have full time Officials for both and who would need to pay for it ?

It doesn’t seem like it should be to hard to make it happen as all the conferences and the NCAA make plenty of money .

The fact that this hasn’t happened yet kinda surprises me .

Thoughts ?
