With today’s 153 commutations, the President has now commuted the sentences of 1,176 individuals, including 395 life sentences. The President also granted pardons to 78 individuals, bringing his total number of pardons to 148.

President Barack Obama issued 78 pardons Monday, more than doubling the number he has issued since taking office and shedding the superlative of being the most ungenerous full-term president since John Adams, who lost a re-election bid more than 200 years ago.

Obama also shortened the sentences of 153 people as part of a clemency effort largely benefiting drug convicts that was launched in 2014.

Pardons and commutations serve different purposes. Commutations – of which Obama has issued 1,176 – let people out of prison early. A pardon would also let prisoners go free, but it’s often sought to alleviate life-limiting consequences of convictions.

The White House, which has regularly heralded Obama’s sentence-commuting initiative amid a small number of pardons, said in a blog post it was “the most individual acts of clemency granted in a single day by any president in this nation’s history.”

Obama has faced sustained criticism throughout his presidency for the small number of pardons he issued, and in August he said he would leave office with "roughly" the same number of pardons issued as his predecessors.

It’s unclear why Obama until now has given so few pardons. Theories vary, from sluggish application processing to a fear of political consequences, such as those that faced Clinton.

Ryan Michael Ashbrook — DeWitt, Mich.
Offense: Possession with intent to distribute approximately 56 pounds of marijuana (Southern District of Texas)
Sentence: Three years’ probation, conditioned upon six months’ home confinement and performance of 200 hours of community service (September 8, 2000)

• Robert Spencer Baines — South Thomaston, Maine
Offense: Conspiracy to possess, possession with intent to distribute over 1,000 pounds of marijuana (District of Maine)
Sentence: Six years’ imprisonment (July 31, 1986)

• Bob Edward Bone — St. Louis
Offense: Conspiracy to manufacture in excess of 500 grams of methamphetamine (Eastern District of Missouri)
Sentence: One year and one day of imprisonment; two years’ supervised release (May 2, 2006)

• Jesse Daniel Burgher, a.k.a. Jessie Burgher — Montgomery, Ala.
Offense: Possession with intent to distribute at least 100 kilograms of marijuana (Southern District of Florida)
Sentence: 60 months’ imprisonment; four years’ supervised release (September 8, 1989)

• Amanda Kucharski DeBlauw, fka Amanda Richmond — Newmarket, N.H.
Offense: Distribution of heroin (District of New Hampshire)
Sentence: Five months’ imprisonment; three years’ supervised release, conditioned upon 11 months’ home detention (November 29, 1999)

• James Willie McGrady, Jr. — Fayetteville, N.C.
Offense: Distribution of cocaine and aiding and abetting; distribution of cocaine in excess of 500 grams and aiding and abetting; possession of a firearm in the commission of a drug trafficking crime (Eastern District of North Carolina)
Sentence: 37 months’ imprisonment; four years’ supervised release; $5,000 fine; $1,000 restitution (April 11, 1989) (as amended May 3, 1990)

• George Bernard Moran — Federal Way, Wash.
Offense: Conspiracy to import a substantial amount of marijuana into the United States; conspiracy to possess with intent to distribute an amount of marijuana over 1,000 pounds; subscribing to a false United States Income Tax Return (District of Maine)
Sentence: Eight years’ imprisonment (May 11, 1984)

These negotiated pardons could be used as a recruitment tool to set up a world wide distribution center. Think of the trade off. They are already in prison. If caught again, they could be returned to serve balance of sentence. There could be a tremendous organization to provide benefits and protection. Just think, financing could be arranged to get shipments without up front money. Pay the house(Obama) share via electronic transfer to offshore account. No trace and the house would monitor payment transfer and outstanding balance.
