I agree with all of that, I'm just not sure I agree with your take on the context of his quote.

It's probably just splitting hairs at this point, but to me he isn't saying he's going to spend more, but that he has the better plan and can find the better people than anybody else. Where is he going to "find" this General he speaks of? They aren't appointed and they don't grow on trees. Either we already have a Patton or MacArthur or we don't.
Now, I will say that I didn't watch the entirety of the interview, so that last quote could have been taken out of context and placed in this written piece in a different place in the interview than it was actually said. (Does that make sense? That seems rambling)
