The only way to show that these laws will be enforced is to hold those accountable that are “high ranking members of society” such as the politicians and school board members. When you hold those people accountable, then it shows everyone else they will be held accountable as well. You could argue that those in higher positions deserve a heavier penalty because they should know better.
To me, the important aspect is, in their compelling desire to teardown a statue, someone got injured.
