When it first started, it was pretty much you entered your name and then reporters were able to post that information. Now, it's becoming an extension of recruiting it seems as more and more players make big announcements with graphics before they ever enter their name into the actual portal. Think of it as a way to get attention to a player transferring to sort of jump start interest before they're ever actually in the portal to be contacted. A lot more fan fare now than at the start.
