I'm sure right now there is a set number they are working with. (increase in CRT members can change that, but I figure the big money is already in and they are just picking up general members now) I also assume there are metrics that they use to put a dollar figure on each player.
It's down, now, to that number vs. what the player thinks they are worth on the open market. They may know that worth already the same way Zach knew his number last summer and the staff has to decide.
Smart folks better have a nice algorithm to work it all out and get most out of what they have. We're not going to brute force buy our way out of this. It's making the best out of what you have. Unfortunately, it's also a one year at a time thing. If they find players from an economical use of the fund, those folks will inflate their worth and be gone.
