Court Storming is a very dangerous situation. If I was the Commissioner, the rule would be, the team that won the game would have to forfeit if any fans charge the floor before the losing team exits the floor. Once the losing team is in the hallway the fans can charge the floor until their heart is content. You don't see fans charging the floor at NBA games.

No excuse for a player to hit a fan unless attacked and forced to defend themselves.
