Look goofball he's rated as a top 5 Governor in the United States. The only people complaining about bim is the far left. If you want to continue to accuse the people of West Virginia of being morons for making him a popular Governor that's your call.
I don't give a shit where he is rated. It has nothing to do with how people see the guy. He has had a Republican legislature and in a state the delegates do most of the governing. The governor oversees all that. We have some good laws in WV and that makes for a good governor.
