They've been at it since the late 1990's. (following the GOP revolution when they suddenly flipped Congress after 50 years) From 1980 through 2004, no Democrat Presidential nominee received a majority of the popular vote! Democrats have since gone on to lose a majority of State Legislatures and Governorships. In order to stop the bleeding, they had to come up with a way to assure getting a majority of the votes, particularly in closely contested races.
