I will say up front that people that make documentaries many times (all the time?) have an agenda and you aren't likely to get the whole story.
Anyway. The documentary actually gave me a little more respect for Bush in some respects because it would appear he was being misled by Cheney on a lot of things, including the legality of the NSA surveillance program. On the other hand, he is the president and he is supposed to know what's going on, so it also seems he was kind of asleep at the wheel.
However, apparently that relationship is fractured and hasn't been repaired and Cheney was marginalized towards the end of Bush's term. So, Bush deserves credit for taking that stance and starting to listen to different people once he realized Cheney had been misleading him.
