They do NOT have enough votes within their own caucus to make even a partisan impeachment vote look legitimate. Nancy can only count on 202 solid "no matter what" votes to impeach. She needs 218 for a simple majority, and even that's far short of the 235 total she'd need to make the Democrat vote unanimous. She has NO (Zero, zip, nada) Republican votes...and for a President with nearly 50% approval that spells disaster politically.
I don't think Democrats risk it. However they're desperate to hold onto their shrinking kook fringe base voters, and they're not noted for political intelligence or sophistication.

They're trying that now! Insisting while there's no decision yet to impeach they still need to "investigate" Mueller's claims of obstruction, and look into Trump's finances. However at some point Nancy has to make a decision on this current process, and it's all going to be driven by the polls which are not trending in their favor right now.
Things can change, but as of now I don't see them voting to impeach on the weak case they have so far presented to voters. She's going to run out of time. She's got three maybe 4 weeks to make a decision or else there won't be any time to make this happen before this session ends, and Democrat primaries begin in early February.
The longer this takes, the less support Dems will have for it. People are already sick of the whole charade.
