They are competing caliphates...

Turkey also has a strong leader who considers himself the next caliph. He's awaiting the death of Abu Bakr al-Baghdadi and destruction of ISIS, as well as the western led reduction of Iran and Ayatollah influence. He'll seem moderate in comparison, but he's not. He's just more savvy.
