West Virginia has offered Washington State defensive back transfer Stephen Hall. Hall spent two years with the Cougars where he appeared in 23 games and recorded 65 tackles, 5.5 tackles for loss and an interception. The Tennessee native spent time at Northwest Mississippi C.C. prior to that and will have one year of eligibility remaining.
