I believe Jeff Culhane said something to the effect that Sills will remain at receiver and will not get a shot at quarterback because of his throwing mechanics. Has anyone seen him throw?

Mechanics can be fixed absent a mental block. That's pretty rare and he's not had much time to work on it. If he's actually being removed from the QB competetion, it's far more likely a lack of arm strength which can be improved some but you have to have the natural ability to build upon.
