Serious rules question. On the TD pass in the third quarter the PS wideout goes in motion on the line of scrimmage but doesn't come to a stop

The ball is snapped, we lose him and he's hit for the TD pass. I thought you had to come to a stop in the LOS. He's motioning from outside to the tackle position
