RESOLUTION TO RECLAIM ELECTION INTEGRITY IN ARIZONA'S 2024 REPUBLICAN PRESIDENTIAL PREFERENCE ELECTION

MCRC EGC RESOLUTION TO RECLAIM ELECTION INTEGRITY IN ARIZONA'S 2024 REPUBLICAN PRESIDENTIAL PREFERENCE ELECTION

On this 26th day of August 2023, the Maricopa County Republican Committee Executive Guidance Committee (MCRC EGC) hereby resolves the following:

Whereas fair and honest, open and transparent elections begin and end on Election Day, utilizing paper ballots in a one-day, one-vote election, hand-counted at the precinct level;

Whereas Maricopa County Government (MCG), in its administration of the 2022 General Election, failed to perform signature verification in accordance with Arizona Statute, resulting in hundreds of thousands of illegitimate ballots being counted, as proven in court;

Whereas MCG failed to cure exceptioned ballots for the purpose of verifying voters' identities; Whereas MCG accepted-and ultimately counted-thousands of ballots without an established legal chain of custody, meaning that MCG counted ballots with no known origin as legal and lawful;

Whereas MCG failed to perform proper and complete Logic & Accuracy (L&A) tests on its election equipment, resulting in catastrophic election equipment failures, over a quarter of a million ballot misfeeds, and thousands of disenfranchised voters on Election Day;

Whereas Election Day voting results were ignored by MCG in forty-four all-in-one vote centers, effectively altering those results;

Whereas Maricopa County changed the programming of the tabulators after the L&A testing and the MBS version programmed and used for the 2022 General Election (5.10.9.4) is not the version specifically prescribed and certified (5.5.1.4) for Dominion Democracy Suite 5.5B and certified for use in Arizona by the Secretary of State, in violation of HAVA and the EAC;

Whereas both the MBS version used and MBS version "expected" are of a Dominion Democracy Suite platform that is different from the platform certified by the AZSOS for use in Maricopa County elections.

Whereas Pinal County Government (PCG) changed the programming of its Election Systems and Software (ES&S) tabulators in real time during an active election, representing a violation of both HAVA and the EAC, and resulting in mass quantities of erroneous undervotes;

Whereas, despite knowing of these erroneous undervotes, PCG and the AZSOS proceeded to certify a flawed election, later attempting to suppress these findings from being made known to the public;

Whereas ES&S falsely denied selling voting machines with remote access software, a fact ES&S later admitted was true in a letter to Senator Ron Wyden (D-Or.), be it known that ES&S election equipment is being used in twelve of Arizona's fifteen counties;

Whereas Senator Ron Wyden warned that Forty-three percent of American voters use voting machines that researchers have found have serious security flaws including backdoors. These companies are accountable to no one.

Whereas Arizona Counties are using illegal-unstaffed-drop boxes, in violation of A.R.S. 16-1005(E), resulting in what is essentially mass scale government-sponsored ballot harvesting;

Whereas recognizing the vital role of Election Integrity in the National Security of the United States, in 2017 the U.S. Department of Homeland Security further designated Election Infrastructure as Critical Infrastructure of the United States;

Whereas Arizona Counties' intentions to use machine-based ballot tabulation equipment represents a national security threat as per Arizona Senate Concurrent Resolution 1037 (2023);

Whereas AZSOS Adrian Fontes' alarming revisions to the Arizona Elections Procedures Manual (EPM) represent attempts to impair or violate the rights of the electorate and political parties;

Whereas the Office of the AZSOS has erroneously manipulated, altered, or canceled voter registration records, in violation of the National Voter Registration Act (NVRA); Whereas these NVRA violations resulted in thousands of lawful voters being disenfranchised;

Whereas multiple elections departments across Arizona have failed to provide fair and honest, open and transparent elections;

Whereas any of the aforementioned acts of misconduct and maladministration alter the outcomes of public elections;

Whereas multiple Arizona elections officials attempt to gaslight (unethical psychological manipulation of the public), ignore, or suppress crucial information, and are sometimes so out of touch with basic commonsense Election Integrity principles as to perjure themselves in court;

Whereas multiple Arizona county attorneys continue to cover up evidence and attempt to ignore, dismiss, mock, or sanction anyone, including elected officials, who dares to stand for Election Integrity, acting on behalf of the People, challenging a failed system of elections and election administration;

Whereas the Arizona judicial system, in court case after court case, fails to provide We The People with real and meaningful remedies;

Whereas according to ABC News polling, only 20% of Americans-only 13% of Republicans-state they are "Very Confident" in our election system; Whereas public functions, like voting, should be open to the public and completely transparent, with the exception of preserving the privacy of voters with respect to their ballot choices;

Whereas the Republican Party must proactively protect and defend We The People's sacred Right To Vote; now therefore be it

Resolved, that the MCRC EGC hereby demands:

1. Arizona Republican Party (AZGOP) Chairman Jeff DeWit withdraw the AZGOP from a government-run 2024 Arizona Presidential Preference Election (PPE), in accordance with A.R.S. 16-452, AZSOS 2019 EPM, Chapter 7, Section 2 (A); page 124, by September 1, 2023; and

1. The AZGOP conduct its own statewide election for the Republican Presidential Nominee for the Great State of Arizona, on paper ballots, in a one-day, one-vote election, hand-counted at the precinct level. The manner of election shall be developed by We The Republican Precinct Committeemen, and how we conduct our election shall be voted on and adopted by our fellow Republican State Committeemen at the January 2024 AZGOP Mandatory Meeting.
