Question about the rules for Division III football

I'm watching the playoffs on one of the ESPNs and I notice they're not stopping the game clock after a team gets a first down.

Is that a mistake or a difference in the rules between fbs, D1aa, and the schools at the d III level?

If not they are messing St Thomas school over!

The game was played at mount Union so after thinking about it more, I realized it was just home cooking with the clock. This was in the 4th qtr when St Michaels was kind of making a comeback til their qb went Brett Favre and threw into triple coverage (INT) when he had a walk slow and get a first down or out of bounds.
 
Slight correction, 3x...the Division III championship was played at Salem, VA as usual and not at Mt. Union's home field.
 
Okay.

Then the clock operator messed up big time on a drive in the 4th with 6 & change to go. Didn't stop it for a 1st time, not even once.
