OT: I need to sell deceased parent's car

to a friend in Georgia. Mother passed away last July at age 89 and lived in West Virginia all her life. Do I need to go to the DMV in West Virginia to make this transaction legal?

BTW, she was also a rabid Mountaineer!

Thanks for any advice.
