When did WV legislature allow dealers to raise the "document fee" from $175 to $499? Finally got a dealer to meet my price then got hit with that surprise when he sent me the proposed sale. Checked it out and sure enough it is now $499. The fee is capped by law but now they've pushed that cap up to $499.
