OK, serious off topic question

I need a contact in WV state government to discuss marriage certificates- My grandfather left Spain during the Spanish Civil War, settling in Grant Town and working the mines, eventually marrying by mail my Grandmother. The Spanish government has opened up an opportunity to receive dual citizenship if your family fled Franco which I am pursuing (FREE healthcare). I've hit a roadblock in that my parent's marriage certificate was issued by the county and the apostilles only certify state issued certificates, which I am now learning is how most (all?) other states issue them (I guess?). Anywhooo, anyone have a contact in vital statistics or something similar? Thanks in advance
