They make their knives for robbing out of pop cans in that section of Rio until they earn enough for a gun. The police tell people not go into the neighborhoods behind the area in question due to the violence and robberies, the police normally don't go in there themselves but they're making a mock show of it for the Olympics The only law back there are the gangs who control the neighborhoods and the vigilantes business owners hire, who are often members of the same gangs.
