Since the athletic department actually pays the university for athletic scholarships, they need to set it up to pay weekly as the semester progresses. Enter transfer portal, no more payments. No more payments, no more class enrollment, food, stipend or anything University related. No credits for classes that semester due to automatic withdrawal, etc. I realize most are packing up and leaving, but why waste athletic department money on the scholarships for the rest of the semester?
