Yeah. That's what it is I guess. A proposed amendment. I don't think it stands a chance. I see both sides of the argument. Not sure which I agree with though.They would have to amend the Constitution

I’m reaching back in my memory here, but I believe it was borne from the great compromise between Madison’s Virginia Plan and Patterson’s New Jersey Plan. It was all tied to the bicameral legislature.

I just remember the Great Compromise was between New Jersey and Virginia over representation (big vs. small states), and the Electoral College was another compromise over the election of the chief executive. If they were losing the majority of elections popular vote, they’d be whining to keep the electoral college. The truth is, no matter what party has power, the electoral college was genius. It maintains the ability of all states to have a voice to be heard. Why in the hell would we want California telling West Virginia and rural America what is best for us? Furthermore, why would anyone campaign in rural America. They would all hangout in NY, California, Illinois, Massachusetts, etc. It would also likely cause a civil war eventually as many states would feel abandonedBe careful.......
