I've read one hundred replies to these expansion threads and nobody has a clue. Everyone (quite naturally) has a WV viewpoint. The trouble is , only one school presently in the Big 12, gives a hoot about WV.
Texas viewed the A&M defection as an attack by the SEC, much like the ACC raid on the BIG East. It took away valuable recruiting and TV areas and in essence booted the BIG 12 from the playoffs. The counterattack will be to reclaim all three with the addition of Houston and Tulane.
BYU has their own network (one is enough) and Cincy in not in the minds of anyone but exiled WV fans longing for a road game to which they can drive.
Those that believe, that an Eastern partner or traveling partner for WV is being discussed anywhere but Morgantown, are treading water in a well known Egyptian river.
WV's membership in the BIG 12 will end with the next major shift in realignment and will end up in a P5 conference closer to home. ( Whomever ESPN decides is best for them, not WVU )
