Cardinal Institute - seems to be a freedom minded think tank for WV policy. Anybody know anything about them? (Garrett Ballengee)

I today was my first time noticing this in the California Dreamin article. Serach only showed them mentioned a couple other times in articles and a guy by the name of Garrett Ballengee. I'd love to know more about them if anybody knows anything.
