There are 10 D1 conferences. The first 10 seats should belong to the conf champs. That allows 2 at large entries for numbers 11 and 12. Any other way is BS. DO THE RIGHT THING and require conference champs to get in...ONE per conference. Unless the 2 at larges are not from the Independents
