A quick comparison between Skyler Howard and Rakeem Cato against P5 teams(all Howard has played). Cato only played against 7 P5 schools..WVU2, Louisville1, VaTech2, Purdue1, Maryland1...so, pretty good comparison. However, Cato with 4 starting years under his belt gives him an experience, offense understanding, timing, etc advantage, later in his career. I also doubled the stats(good and bad....that's only fair) for Howard in the Kansas St. game because he only played the second half:

I'm sure you'll come back and say, "Yeah, but the won/loss record was way better for Cato".... Not against P5 teams..........

Not trying to say Cato was a poor QB, because he wasn't. He wasn't as great as you make him out, and he carried Marshall against lesser opponents. What I am saying is, Howard's stats look MUCH better against similar competition.
